Virginia's adult-use cannabis market is coming, and the clock is already running. Whether you're a veteran exploring the Impact License pathway, an entrepreneur planning a retail store, or an investor evaluating the market, knowing the timeline is the first step. Here are the dates that matter, what each one means, and what to do about them.
The law: HB 30 enacted June 29, 2026
After years of false starts, Virginia has an enacted adult-use cannabis law. HB 30 was signed on June 29, 2026, establishing the state's framework for regulated cultivation, manufacturing, wholesale, and retail sale. (An earlier reconciled bill, HB 642, was vetoed on May 19, 2026, so if you see references to HB 642 online, make sure you're reading current information.)
HB 30 created the license categories, the application process, and the Virginia Cannabis Control Authority's (CCA) rulemaking mandate. Everything below flows from this law.
Draft regulations: published September 9, 2026
On September 9, 2026, the CCA published draft regulations fleshing out how HB 30 will actually work: application requirements, scoring or qualification standards, fees, operating rules, and more. Draft regulations are not final, but they are the best preview available of what the application will demand. Serious applicants are already building their documentation around the draft.
Final regulations: expected January 2027
The CCA is expected to finalize regulations in January 2027. Final rules will lock in the details: exact application components, fee schedules, and operating requirements. Between the draft and the final rules, expect refinements but not a wholesale rewrite. The applicants who prepared against the draft will be positioned to finalize quickly.
Applications open: February 1, 2027
HB 30 authorizes the CCA to begin accepting license applications on and after February 1, 2027, and the CCA's published timeline has conversion applications for certain incumbent operators opening and the application process for some microbusiness licenses beginning by that date. This is the date everything else points to. Virginia's application is expected to be document-heavy: entity records, financial documentation, operating plans, site information, background checks, and more. Assembling a complete, competitive application takes months, not weeks. If you have not started, start now.
Retail sales: expected to open in 2027, no earlier than July 1, 2027
Retail sales may not begin before July 1, 2027, and the market is expected to open in 2027. The period between license awards and the first legal sale is an operational preparation window: buildout, hiring, inventory, compliance systems, and final inspections.
How licenses are awarded: the lottery
When qualified applications exceed the number of available licenses, Virginia awards licenses by random lottery, not by picking winners on merit alone. Impact Licensees participate in a dedicated lottery with a two-bite selection rule, improving their odds. No advisor, consultant, or attorney can promise you will win a license. Anyone who does is not being straight with you.
What to do right now
- Assess your qualification. If you may qualify as an Impact Licensee (including through veteran status), document it early. Our eligibility assessment takes about two minutes.
- Build your application file. Entity formation, financial records, operating plans, and site documentation take time to assemble. The draft regulations tell you what's coming.
- Get strategic help. The application window rewards preparation. Green Dot Advisors helps veterans, impact licensees, and operators navigate every stage, from qualification to launch.
Green Dot Advisors is a licensing and regulatory advisory firm, not a law firm, and does not provide legal advice. Regulatory details remain subject to the CCA's final regulations. Book a free strategy session to discuss your situation.
