Virginia's cannabis license application is expected to be document-heavy, and HB 30 authorizes the CCA to begin accepting applications on and after February 1, 2027. The applicants who win licenses will be the ones whose files were complete, organized, and ready early. Use this checklist to build yours. Treat every item as something to start now, not in January.
1. Entity and ownership documents
✓
Business entity formed and in good standing in Virginia (articles of organization or incorporation, operating agreement or bylaws)
✓
Ownership structure fully documented, including every individual with an ownership or control interest
✓
Organizational chart showing the entity, its owners, and any parent or affiliated entities
✓
If claiming Impact Licensee status: documentation of qualifying criteria (see item 8)
2. Personal history and background checks
✓
Every owner, officer, and director identified for background screening
✓
Personal history statements completed for each relevant individual
✓
Fingerprints and criminal history checks in progress or complete
✓
Disclosure of any prior cannabis, financial, or regulatory violations with explanatory context
Background checks take time and surface surprises. Run them early enough to address anything that comes back.
3. Financial documentation
✓
Proof of capitalization: bank statements, investment commitments, or loan documentation showing you can fund the application, buildout, and initial operations
✓
Personal financial statements for principal owners
✓
Business financial projections for at least the first two to three years
✓
Evidence of access to the Cannabis Equity Business Loan Fund, if applicable
Undercapitalization is one of the most common reasons cannabis businesses fail. Be honest about what you can fund.
4. Site and real estate
✓
Proposed location identified, with address and site control (lease, option, or ownership)
✓
Zoning verification: confirmation the location complies with local zoning for cannabis activity
✓
Local government support or required local approvals in progress
✓
Distance compliance checked against any buffer requirements (schools, parks, other sensitive uses) in the draft regulations
✓
Floor plans or site plans showing the licensed premises
Do not sign a long-term lease on a site you haven't vetted against the regulations. Site problems are the most common reason applications stall.
5. Operating plans
✓
Business plan: market analysis, competitive positioning, and operating strategy
✓
Security plan: surveillance, access controls, alarm systems, and product storage, per CCA requirements
✓
Inventory tracking and seed-to-sale compliance procedures
✓
Staffing plan: key hires, organizational structure, and training programs
✓
Standard operating procedures for daily operations
6. Product and quality plans (cultivation and manufacturing)
✓
Cultivation plan: canopy size, growing method, and facility specifications (cultivation applicants)
✓
Manufacturing processes: extraction or infusion methods, equipment, and facility layout (manufacturing applicants)
✓
Quality control and product testing protocols
✓
Packaging and labeling compliance procedures
✓
Waste disposal and environmental compliance plans
7. Community and social impact
✓
Community engagement plan: how the business will participate in and benefit its local community
✓
Workforce plan: hiring commitments, wage standards, and training pipelines
✓
Any applicable social equity or community reinvestment commitments documented
8. Impact Licensee qualification file
If you may qualify as an Impact Licensee, including through veteran status, build a separate qualification file:
✓
Evidence of qualifying status (veteran documentation, residency records, or other applicable proof)
✓
Timeline and narrative connecting your history to the qualification criteria
✓
Supporting records organized for review
Impact status carries a dedicated lottery, a two-bite selection rule, fee waivers, and loan fund access. It is one of the highest-leverage items on this checklist. Our eligibility assessment takes about two minutes.
9. Application mechanics
✓
Application fee budgeted (fee waivers may apply for Impact Licensees)
✓
Every required form completed, not just drafted
✓
All attachments labeled, legible, and in the required format
✓
Full application reviewed by a second pair of eyes before submission
✓
Submission completed as early as possible once the application window opens (the Authority may begin accepting applications on and after February 1, 2027), not on the last day
Common mistakes to avoid
- Starting too late. Assembling this file takes months. The application window will not wait for anyone.
- An incomplete file. Only qualified, complete applications enter the lottery. A missing document is a missing ticket.
- An unvetted site. Zoning and local approval problems discovered in January are fatal.
- Ignoring Impact qualification. Applicants leave real advantages on the table by never documenting status they already hold.
- No plan for losing. The lottery has a random component. Have a reapplication or partnership strategy ready.
