Virginia's HB 642 creates a direct pathway for veterans to enter the cannabis industry as Impact Licensees — with priority licensing, access to the Cannabis Equity Business Loan Program, and the first 100 licenses reserved for qualified applicants.

Under the Impact License framework, applicants whose ownership is at least 66% held by qualifying individuals receive significant advantages. To qualify, you must meet at least 4 of 7 criteria — and military service counts as one.

That means a veteran who also attended a Pell Grant–eligible school, lives in an economically distressed community, or has a prior marijuana conviction can reach the 4-criteria threshold — often without needing every single box checked.

HB 642 is moving

House Bill 642 establishes Virginia's framework for a regulated commercial adult-use cannabis market. The bill creates a phased rollout: applications open July 1, 2026, with a temporary microbusiness cultivation track launching in September and full retail sales targeted for late 2026 to early 2027 depending on the final bill.

To prevent over-saturation, standard retail licenses are capped at 350 statewide. The first 100 licenses are reserved for Impact Licensees. A Cannabis Equity Reinvestment Fund — funded by cannabis tax revenue — will support impacted communities and provide financial assistance to qualified applicants. Specific loan terms will be set by the Cannabis Control Authority.

Under HB 642, the Virginia Cannabis Control Authority (CCA) is expected to begin accepting retail license applications in July 2026. The application window will be competitive and merit-based, with a priority period for Impact Licensees. Applicants should begin preparing documentation, securing locations, and assembling teams well in advance.

An Impact Licensee is a cannabis license applicant who meets at least 4 of 7 social equity criteria defined by Virginia law. These include prior marijuana conviction (personal or family), residence in a disproportionately policed area, economic distress, Virginia HBCU graduation, veteran status, USDA-qualified distressed farmer status, or personal Pell Grant receipt. Impact Licensees receive priority scoring and may be eligible for financial assistance through the Cannabis Equity Business Loan Program.

Yes. Veteran status is one of the 7 qualifying criteria for Impact License designation in Virginia. Veterans who also meet 3 additional criteria — such as economic distress, Pell Grant receipt, or residence in a disproportionately policed area — qualify for the full Impact License benefits, including priority application review and potential eligibility for the Cannabis Equity Business Loan Program.

Virginia will issue up to 350 retail dispensary licenses and 100 microbusiness licenses statewide. The first 100 retail licenses are reserved for Impact Licensees.
